Requires the Department of Justice to create and make available an election law complaint form for reporting voters who allegedly voted improperly by falsely claiming New Hampshire domicile

Investigations can only begin after a completed complaint form is received; forms must be available at the Department of Justice, Secretary of State's office, and online

Permits the Attorney General to investigate whether a voter voted in another state after registering in New Hampshire, converted their NH domicile to a rental property, provided false information when registering, or engaged in civic activity in NH or elsewhere

Prohibits investigators from inquiring about certain private matters including home size comparisons, medical care locations, utility bills, tax jurisdictions, or from contacting employees, tenants, or estranged family members

Authorizes the Department of Justice to adopt rules for implementing the complaint form format and submission procedures
