Currently, only trailers under 3,001 pounds are exempt from title requirements; this bill expands the exemption to older heavy trailers

Estimated to reduce Highway Fund revenue by $1,225,000 annually beginning in FY 2027, based on approximately 35,000 trailer titles issued in 2024 at $35 per title

Local municipalities would see reduced revenue of approximately $147,000 per year starting in FY 2028 due to the 12% apportionment formula for highway fund revenue
