Establishes the New Hampshire Seal of Civic Excellence and Engagement Program, allowing school boards to affix a special seal to diplomas of qualifying graduating high school students beginning with the class of 2027

Requires students to complete at least 2 years of social studies courses, including one course on U.S. government or civics, to qualify for the seal

Mandates participation in at least one civic engagement activity such as community service, student government, or a civic organization

Requires students to demonstrate civics proficiency through a standardized assessment, portfolio of work, or other mastery-based assessment

Estimated state expenditures of $81,000 in FY 2027, $85,000 in FY 2028, and $89,000 in FY 2029 for one new Department of Education position to administer the program
