Allows master plans to address evacuation routes, emergency access, and public safety considerations for areas subject to flood risk

Expands state housing planning grant eligibility to support flood hazard mitigation and related land use updates for municipalities

Takes effect 60 days after passage, with all flood resilience planning remaining optional at local discretion without imposing new state mandates
