Updates the "average final compensation" calculation for Group II (police and fire) retirement system members who began service before July 1, 2011 and were not vested by January 1, 2012

Replaces the previous formula that limited excess compensation based on average percentage over base rate with a new formula focused specifically on extra and special duty pay

Caps the inclusion of extra and special duty pay in the highest 5 years calculation to not exceed the average annual amount of such pay over the member's last 5 years of creditable service on or after January 1, 2012

Aligns this calculation methodology with changes previously adopted in HB 2 (2025)

Takes effect 60 days after passage
