Defines POET systems as water treatment equipment installed where water enters a residence to remove contaminants and meet drinking water standards

Allows third parties to enter written agreements with property owners to finance, directly pay, or donate toward water treatment installations, with such agreements not classified as loans unless explicitly structured that way

Prohibits the department from blocking POET system or water line installations solely because a third party is paying, as long as technical and permitting requirements are met

Authorizes the department to adopt rules governing minimum standards for third-party agreements, notification requirements, and system compliance procedures; takes effect 60 days after passage
