Repeals RSA 261:153, eliminating the authority for New Hampshire municipalities to impose and collect motor vehicle registration permit fees

Preserves RSA 261:154, which allows only cities with populations over 50,000 (Manchester and Nashua) to charge additional registration fees for public parking facilities

Results in an estimated $300 million to $350 million annual decrease in local municipal revenue statewide

Requires the Department of Safety to update its registration database (MAAP) and certify third-party software vendors at an estimated one-time cost of $140,000

Takes effect 60 days after passage
