Creates a new restaurant delivery license for $250 annually, allowing on-premises liquor licensees to sell and deliver mixed drinks containing distilled alcohol for takeout and delivery

Requires all alcoholic beverage deliveries to be accompanied by food prepared by the licensee, delivered only during operating hours, and transported in sealed, tamper-proof containers with labels showing the licensee name, alcohol content, and beverage description

Restricts deliveries to employees at least 21 years old who receive W-2s from the licensee, and requires signed receipts with age verification from consumers

Prohibits delivery of alcoholic beverages to schools, colleges, universities, public libraries, playgrounds, and parks

Estimated to generate $150,000-$175,000 annually in licensing fees from approximately 25% of the 2,400 eligible on-premises licensees, with an effective date of July 1, 2026
