Establishes a 9-member Independent Advisory Commission on Redistricting to convene by May 15, 2031, and every 10 years thereafter, comprising 3 Republicans, 3 Democrats, and 3 unaffiliated voters selected through a multi-stage process involving retired judges

Commissioners must meet eligibility requirements including 2-year New Hampshire residency and cannot have held certain offices (US Congress, state legislature, executive council, county commission) in the preceding 10 years

Requires the commission to hold at least one public meeting in each county before and after drawing maps, post all records publicly, and submit final advisory redistricting plans for county commission, house, senate, executive council, and congressional districts by December 20 of years ending in one

Establishes redistricting criteria prioritizing compliance with federal and state law, geographic integrity of political boundaries, and communities of interest, while prohibiting maps that unduly favor or disfavor any political party, incumbent, candidate, or racial/language group

Commissioners receive compensation equal to one-quarter of the Governor's salary for the first 18 months, with costs funded through governor's warrant for FY 2031 and subsequent budget appropriations
