Commission consists of 18 members including 10 legislators (from House and Senate), representatives from the governor's office, state treasurer, secretary of state, attorney general, Department of Administrative Services, SEA/SEIU Local 1984, Community Action Partnership, and Business and Industry Association

Commission duties include identifying and prioritizing essential services, reviewing employee compensation and benefits obligations, analyzing fiscal controls, proposing frameworks for public health and safety services, and evaluating continuing appropriations options

Interim report due November 1, 2026; final report due November 1, 2027, submitted to legislative leadership, governor, and state library

Commission automatically repeals on November 2, 2027, with the remainder of the act taking effect upon passage
