Requires all county commission and delegation meetings to allow members to participate remotely via electronic or other means of communication when in-person attendance is not reasonably practical

Mandates that a quorum must be physically present at the meeting location except in emergencies requiring immediate action where physical presence is not practical

Remote participants must be audible to the public, able to hear and speak with other members simultaneously, and must identify all persons present at their remote location

All votes taken when members participate remotely must be conducted by roll call vote

Takes effect 60 days after passage
