Requires all state departments to annually provide full-time employees with a summary of available benefits, including retirement plans, health insurance programs, mental health services and check-in opportunities, and employee assistance programs

Directs the Department of Administrative Services to develop and maintain a standardized summary template suitable for email and printed distribution, which all departments must use for consistency

Allows municipalities and counties to voluntarily adopt the same annual notification practice using the state-provided template

Takes effect 60 days after passage

Estimated fiscal impact exceeds $100,000 annually starting FY 2027 for postage, mailing, handling, and coordination, funded through the General Fund, Internal Services Fund, and various agency funds
