Requires annual $50 registration with the Division of Motor Vehicles for all class 3 electric bicycles and class 3 alternative electric micromobility devices, with fees directed to bicycle route creation and maintenance

Establishes a learner's permit requirement for operators ages 16-17 to operate class 3 devices, including a written examination administered by the Department of Safety

Mandates speedometers and headlights (visible at 300 feet) on all class 3 devices, and imposes 15-30 day impoundment penalties for violations

Classifies non-compliant class 3 electric bicycles and micromobility devices as off-highway recreational vehicles (OHRVs), subjecting them to RSA 215-A regulations
