Allows owners of vehicles 11 years old or older to obtain permanent registration that never expires, eliminating the need for annual renewals

Requires a $50 registration fee plus three times the standard state registration fees, municipal registration fees (if applicable), and electric vehicle fees (if applicable) for permanent registration

Permanent registration cannot be transferred when a vehicle is sold; the new owner must obtain a new title and register the vehicle separately

Non-residents and entities (corporations, LLCs, partnerships, trusts) may obtain permanent registration even if the vehicle is not garaged in New Hampshire, with non-resident registrations clearly marked

Takes effect January 1, 2027, with projected indeterminable decreases to Highway Fund revenue and local revenues as fewer annual registrations are collected
