Requires all motor vehicle registrations in New Hampshire to include proof of liability insurance meeting minimum coverage limits or a certificate of deposit, surety bond, or other financial responsibility documentation filed with the state treasurer

Authorizes immediate suspension of driver's license and registration privileges for any driver who fails to produce evidence of financial responsibility when requested by law enforcement

Suspensions remain in effect until proof of financial responsibility is provided or all claims and judgments from an accident are satisfied

Directs the Division of Motor Vehicles to adopt rules for implementation and enforcement of the new requirements

Takes effect January 1, 2027, with estimated state revenue increases of $200,000-$400,000 annually from additional insurance premium taxes and implementation costs of approximately $581,000 in FY 2027
