Reenacts New Hampshire's motor vehicle inspection program effective January 1, 2027, reversing the 2025 repeal that eliminated mandatory annual inspections

Requires annual safety inspections for most vehicles, with semiannual inspections for school buses over 10,000 pounds and biennial inspections for antique vehicles 40+ years old

Exempts newly purchased vehicles from inspection requirements for up to 3 years from the date of retail sale

Maintains the $3.25 inspection sticker fee distributed among the Highway Fund ($2.75), General Fund ($0.25), and Motor Vehicle Air Pollution Abatement Fund ($0.25)

Continues OBD II emissions testing requirements for model year 1996+ gasoline vehicles and 1997+ diesel vehicles, with exemptions for vehicles 20+ model years old
