Requires all motor vehicles registered in New Hampshire to maintain liability insurance with minimum coverage of $25,000 for bodily injury/death of one person, $50,000 for bodily injury/death of two or more persons per accident, and $25,000 for property damage per accident

Mandates proof of insurance at the time of vehicle registration and upon request by law enforcement

Imposes civil penalties of $250 for a first offense and $500 for subsequent offenses for failing to maintain active insurance, along with suspension of vehicle registration until proof of coverage is provided

Authorizes the Department of Safety to adopt rules for implementation, including procedures for electronic verification of insurance coverage

Takes effect January 1, 2027, with estimated state revenue of $200,000-$400,000 annually from premium taxes and implementation costs of approximately $444,000 in FY 2027
