Requires public and public charter schools to excuse up to 2 student absences per 45 school day period for civic events (government hearings, meetings, political activities) or career and technical education (CTE) events (4-H, FFA, SkillsUSA, HOSA, DECA activities)

Students age 18 or older must be granted excused tardy or early dismissal to vote in elections, with verification from the moderator confirming ballot casting

Participation in New Hampshire youth advisory councils (statutory or executive) must always be excused and does not count toward the 2-absence limit

Parents must provide schools with at least 2 school days advance notice before a student's civic or CTE absence, except for election days

Directs the State Board of Education to develop rules allowing civic and CTE activities to count as alternative academic credit, including toward the civic education graduation requirement
