Amends RSA 363:38 to allow public utilities to share individual customer data with municipal emergency management authorities for emergency response planning and coordination purposes

Adds emergency response planning to the existing list of permitted disclosures, which already includes system/grid operational needs, rate structure research, demand response, and energy efficiency programs

Third parties receiving customer data must maintain reasonable security procedures to protect personal information from unauthorized access, use, destruction, modification, or disclosure under existing contract requirements

Prohibits use of shared customer data for secondary commercial purposes unrelated to the primary contract purpose without express customer consent

Takes effect 60 days after passage
