Establishes a 10-member legislative study committee to analyze revenue options for increasing education aid, with 8 House members (4 from each party with ways and means or revenue expertise) and 2 Senate members (1 from each party)

Committee must collaborate with the Department of Revenue Administration, Business and Industry Association of New Hampshire, and New Hampshire Fiscal Policy Institute

Required to study new revenue sources and modifications to existing ones, including their reliability, implementation costs, timeline, maximum revenue potential, and negative side effects

Must analyze impacts on the state economy by business sector and size, as well as effects on individuals categorized by income, age, location, housing type, and citizenship status

Committee must hold its first meeting by August 7, 2026 and submit findings by November 1, 2026, but is explicitly prohibited from making recommendations for or against any revenue option considered
