Codifies Section 504 of the federal Rehabilitation Act of 1973 into New Hampshire state law, prohibiting discrimination based on disability by any program or activity receiving federal or state financial assistance

Covers state and local government agencies, educational institutions, colleges and universities, and private organizations principally engaged in education, health care, housing, social services, or parks and recreation

Requires each state agency head to promulgate regulations to implement the nondiscrimination requirements

Exempts small providers from making significant structural alterations if alternative means of providing services are available

Allows courts to award reasonable attorney's fees to prevailing parties in enforcement actions, with effective date of January 1, 2027
