Replaces the current flat annual registration fee for electric vehicles with a weight-based tiered fee structure effective July 1, 2026

Battery electric vehicles (BEVs) would pay $25 annually if under 2,000 lbs, $100 if 2,000-5,000 lbs, or $150 if over 5,000 lbs (current flat fee is $100 for all BEVs)

Plug-in hybrid electric vehicles (PHEVs) remain at $50 annually regardless of weight, and neighborhood electric vehicles, electric mopeds, and low-speed scooters are exempt from fees

All fees collected would be deposited into the state highway fund, with 12% distributed to municipalities the following year

Implementation would cost the Department of Safety $45,000 for system changes in FY 2027, with revenue impact indeterminable since vehicle weight data is not currently tracked
