Prohibits citizens or agents of the People's Republic of China who are not U.S. citizens from acquiring or maintaining ownership or controlling interests in real property in New Hampshire, effective January 1, 2027

Requires current PRC national property holders to divest within 90 days of the effective date; failure to do so triggers presumption of hostile intent and immediate property seizure by the state for investigation and auction

Establishes civil penalties of 25% of the property's fair market value or purchase price, criminal penalties as Class A misdemeanors for violators and real estate agents who knowingly facilitate transactions, and civil forfeiture proceedings that do not require criminal conviction

Creates a bounty provision awarding 5-10% of net proceeds from seized property sales to individuals providing material information leading to successful enforcement actions

Estimated fiscal impact includes $866,000 to $1.4 million in General Fund expenditures for FY 2027, covering 5 new Department of Justice positions (attorneys, investigators, paralegal) and 5 new Department of Safety law enforcement positions to implement the program
