Prohibits storing sodium chloride, calcium chloride, magnesium chloride, salt-treated abrasives, or other snow and ice management chemicals in any manner that risks contaminating groundwater or surface water

Requires the Department of Environmental Services to issue regulations governing the place and manner of storage and management of these chemicals

Authorizes additional regulatory requirements for storage in areas where groundwater or surface water has been previously or presently impacted by snow and ice management chemicals

Estimated state expenditures of $10,000 to $100,000 annually for enforcement activities including inspections, reviewing reports, and issuing administrative orders

County and local government expenditures may increase by $10,000 to $500,000 for upgrading or constructing compliant storage structures, though many entities may already meet standards
