Prohibits solar radiation modification (SRM), geoengineering, weather modification, cloud seeding, and other atmospheric interventions involving the release of pollutants within New Hampshire, effective January 1, 2027

Establishes violations as felonies punishable by fines of at least $500,000 and/or up to 2 years imprisonment, with each day of violation constituting a separate offense

Assigns enforcement authority to county sheriffs, who must issue cease-and-desist orders for suspected violations, deputize volunteer citizens for enforcement assistance, and coordinate with the NH Air National Guard to interdict and document violating aircraft

Requires communications facilities to undergo evaluation by independent licensed radiofrequency engineers, with signal strength not to exceed -75 dBm, and imposes fines up to $50,000 per day for non-compliance

Repeals RSA 12-K governing personal wireless service facility deployment and RSA 12-F which currently allows state agencies to conduct weather modification experimentation
