Requires the Department of Environmental Services to compile an inventory of all existing landfills in New Hampshire, including operating landfills, closed landfills not needing remediation, and closed landfills requiring remediation

Mandates DES determine the acreage available for additional landfill capacity at each site, considering current regulations including setbacks to airports, water bodies, and homes

Prohibits DES from accepting applications for new landfills on greenfield sites unless the applicant demonstrates that none of the cataloged existing landfill sites are suitable

Estimated to cost approximately $4.2 million annually from the Solid Waste Management Fund, including $28 million in consultant costs over seven years to investigate approximately 280 of the 375 landfills statewide
