Creates a new cause of action allowing individuals to sue federal employees in New Hampshire superior court for violations of state or federal law committed under color of federal authority

Defines "federal employee" broadly to include those employed, contracted, deputized by, incorporated into task forces with, or working in cooperation with the federal government

Requires plaintiffs to prove violations by preponderance of the evidence, with courts applying state civil procedure rules

Awards reasonable attorney's fees and litigation costs to prevailing plaintiffs, payable by the federal government, including fees for hourly, contingency, or pro bono representation

Makes all documents from these cases subject to New Hampshire's Right-to-Know Law (RSA 91-A); takes effect January 1, 2027
