Creates a publicly accessible website for storing and providing public access to local government electronic records, to be designated by the state archivist with approval from the municipal records board

Authorizes the local government records manager (or state archivist if unfilled) to employ specialists and consultants to develop the website and issue guidance for its use

Allows municipalities to store electronic records on the state website without keeping additional copies locally, provided they offer at least one cost-free method for public access

Permits public bodies responding to records requests to simply provide the website domain name if the requested record has been uploaded to the system

Appropriates $150,000 from the General Fund for fiscal year ending June 30, 2026, to fund the local government records manager position (at labor grade 21), website creation, and implementation
