Requires the Department of Education and Insurance Department to adopt rules establishing a yearly one-time parental consent form for school districts to access students' Medicaid insurance for billing purposes

A single annual signature from a parent or legal guardian will authorize billing for all Medicaid and expanded Medicaid services related to a child's Individualized Education Program (IEP) or Section 504 plan

School districts must obtain written parental consent with notification before accessing a child's public benefits or insurance for the first time

When a child transfers to a new school district, the new district must obtain a new consent signature; consent forms may be in paper or digital/electronic format

Effective 60 days after passage
