Allows a single member district or town to initiate withdrawal review from a cooperative school district by a 3/5 majority vote at town meeting, after the tenth anniversary of operating responsibility

Removes the committee's ability to determine whether withdrawal is recommended or not, instead requiring a withdrawal plan be developed and submitted regardless of committee findings

Eliminates the provision allowing a 3/5 supermajority of voters in the entire cooperative school district to block a withdrawing town's departure

Requires the withdrawal committee to include any minority reports that differ from the main recommendation when submitting findings to the state board of education

Takes effect 60 days after passage
