State agencies must identify and report all full and part-time classified and unclassified positions vacant for at least 90 days on a rolling basis to the joint committee on employee classification, governor, legislative leadership, fiscal committee, and executive council

Reports must include detailed spreadsheet information: agency name, classification status, pay grade, position code, funding status, funding source allocation (general, federal, or specific state funds), vacancy date, days vacant, and accounting unit description

Any position vacant for 90 days or more cannot be filled without express approval from both the governor and the executive council

The joint committee on employee classification may propose legislation to abolish positions following review of vacancy reports

Takes effect 60 days after passage
