Establishes a First-in-the-Nation Security Task Force to coordinate security planning for presidential campaign events related to the 2028 election cycle

Task force membership includes 12-14 members: Commissioner of Safety (chair), Attorney General, directors of homeland security and state police, representatives from university systems and colleges, law enforcement associations, both Republican and Democratic state committees, and up to 2 governor-appointed experts on campus free speech and civil liberties

Task force duties include developing content-neutral security guidance, establishing coordination protocols among law enforcement agencies, identifying training and resource needs, conducting campus outreach, and producing a comprehensive security plan for the 2028 cycle

Requires three reports: initial guidance by November 1, 2026; draft security plan by September 1, 2027; and after-action report by June 30, 2028

Task force automatically sunsets on June 30, 2029, with fiscal impact estimated at less than $10,000 annually from FY2026-2029
