Establishes the crime of organized retail crime for persons who act together to steal retail merchandise with intent to resell or redistribute, or who receive stolen retail merchandise knowing it was stolen

Creates a new offense for being a "leader or kingpin" of an organized retail crime enterprise, defined as someone who organizes, directs, finances, manages, or supervises such an enterprise and derives financial benefit from it

Sets penalties for enterprise leaders: class A felony for aggregate theft of $2,500 or more within 180 days, with enhanced penalty of up to 25 years imprisonment for theft of $10,000 or more

Allows aggregation of thefts across multiple stores and counties over a 180-day period to meet value thresholds, with prosecution permitted in any county where enterprise activity occurred

Requires forfeiture of property used in or derived from the enterprise, which may be applied toward victim restitution
