Allows small liquor manufacturers to sell their products directly to on-premises licensees (bars, restaurants) in addition to retail sales at their manufacturing facilities

Maintains existing sales limits: maximum 3,000 9-liter cases annually, one 9-liter case per sale, and no more than 12 cases per customer per calendar year

Permits on-premises licensees to purchase liquor supplies directly from small liquor manufacturers with Liquor Commission approval, rather than exclusively through agency stores

Repeals the current prohibition on small liquor manufacturers selling directly to on-premises licensees under RSA 178:6, V

Estimated to reduce state revenue by approximately $2,646,000 annually starting in FY 2027, representing lost markup revenue from the State Liquor Commission's wholesale distribution
