Establishes a 7-member legislative commission (6 House members, 1 Senator) with subpoena power to investigate the New Hampshire Coalition Against Sexual and Domestic Violence for potential violations including lobbying irregularities, conflicts of interest, discrimination against male victims, and improper use of federal grants

Requires the coalition to undergo annual audits by the legislative budget assistant during any fiscal year it receives state funding or grants

Directs the Executive Council to only approve funding for the coalition that "materially benefits survivors" through direct services such as shelter, food, or medicine

Removes the coalition's membership from seven state commissions and committees, including the domestic violence fatality review committee, child fatality review committee, and the interbranch criminal and juvenile justice council

Commission must report findings by November 1, 2027, including recommendations on whether to appoint an independent special prosecutor to pursue criminal charges or damages against the coalition or its employees
