Requires that any proposed constitutional amendment include a voter's guide statement in the resolution that explains what will happen if the amendment passes and what will happen if it is defeated

Mandates the voter's guide text be printed directly on the ballot immediately below the constitutional question it applies to

Allows the voter's guide to be distributed as a separate page with the ballot (rather than printed on it) if including the text would require an extra ballot page; this separate page cannot be processed through ballot counting devices

Removes the optional language from current law regarding voter's guides, making their inclusion mandatory for both general court and constitutional convention proposed amendments

Takes effect 60 days after passage
