Expands the New Hampshire State Board of Education from 7 to 8 members by adding a non-voting student position

Student member must be between 14 and 22 years old and currently enrolled in a New Hampshire career school, high school, community college, college, university, education freedom account program, or home education program

Student member serves a non-renewable 2-year term or until reaching age 22, whichever occurs first

Student member has all rights of board members except voting privileges

Clarifies that being enrolled as a student does not constitute being "professionally engaged in school work," which would otherwise disqualify board membership
