Creates a new statutory section codifying charter conversion schools, which are existing public schools that convert to charter status through a school board vote and 2/3 majority vote at a school district meeting

Requires all pupils attending a school that converts to charter status to be eligible for admission to the new charter school, while maintaining the district's obligation to provide special education services

Limits simultaneous service on school boards and charter school boards of trustees to no more than 25% of membership or one member, whichever is greater

Changes charter school contract renewal periods from 7 years to 5 years and modifies program audit requirements so audits occur after the third year of operation rather than every 3 years

Modifies funding provisions so district-approved charter schools receive at least 80% of the district's average per-pupil cost, with students included in district adequacy calculations for state funding distribution
