State Treasurer would issue bonds to fund public schools, with terms and conditions determined by the Governor and Executive Council

Bond proceeds would be deposited into the Education Trust Fund established in RSA 198:39

Bonds would be issued in amounts sufficient to assist with or assure adequate funding for public schools, but not greater than necessary

School administrative units must submit documentation including average daily student membership, total school budget, and other required documents to establish statewide base education adequacy aid payments

Local municipalities and towns retain the ability to issue their own bonds for similar education funding purposes
