Establishes a new chapter (RSA 359-V) creating the Responsible Artificial Intelligence Governance Act to regulate AI development, deployment, and use in New Hampshire, effective January 1, 2027

Creates a 7-member New Hampshire Artificial Intelligence Council attached to the Department of Information Technology, with members appointed by the governor (3), senate president (2), and house speaker (2) to advise on ethical AI oversight

Requires disclosure to consumers when interacting with AI systems and prohibits AI use for intentional discrimination, social scoring, manipulation causing self-harm, or infringing constitutional rights

Establishes a regulatory sandbox program allowing approved participants to test innovative AI systems for up to 36 months with quarterly reporting requirements and oversight

Grants exclusive enforcement authority to the attorney general, with civil penalties up to $200,000 per violation and $40,000 per day for continuing violations after a 60-day cure period, with no private right of action
