New multi-unit housing developments with more than 6 dwelling units must designate at least 5% of units for individuals who qualify for federal Mainstream Housing Vouchers under 24 C.F.R. section 982.201

Requirements apply to developments approved by a planning board on or after January 1, 2027

Regional and municipal housing authorities are responsible for monitoring compliance and may issue guidance to developers and municipalities

The Department of Health and Human Services and New Hampshire Housing Finance Authority must develop informational materials for implementation, with estimated state expenditures of $120,000-$130,000 in FY 2027 and $100,000 annually thereafter from the General Fund
