Establishes the New Hampshire First for Veterans Program and Authority, a public-private nonprofit entity to attract, retain, and support veterans, service members, and their families in the state

Creates a 22-member board of directors (9 voting, 13 non-voting) with an executive director appointed by the governor for a 5-year term to oversee program administration

Establishes two nonlapsing funds: the First for Veterans Trust Fund and the First for Veterans Administrative Fund, with the administrative fund capped at $200,000 annually from motor vehicle specialty fees under RSA 261:75-97

Prioritizes funding for ending veteran homelessness, mental healthcare access, suicide prevention, substance use disorder treatment, employment support, military skills transfer and certification, and educational opportunities

Authorizes grants, block grants, and loans to municipalities and 501(c) nonprofits, with up to 50% of annual financial assistance available as loans; loan repayments are directed to the LCHIP Administrative Fund
