Prohibits medical facilities receiving state, municipal, or agency funding from referring patients for abortions unless there is a medical emergency or the provider also gives the patient a referral to a pregnancy resource center

Defines "pregnancy resource center" as a private nonprofit facility providing pregnancy counseling or support that does not perform abortions or make abortion referrals

Requires organizations that have previously referred patients for abortions to submit a sworn affidavit pledging compliance before receiving any public contracts, grants, or funds

Voids any contracts made in violation of the law and grants taxpayers standing to sue public entities for declaratory relief, injunctive relief, attorney's fees, and punitive damages for willful violations

Takes effect January 1, 2027
