Removes the scheduled December 31, 2026 repeal of child care staffing ratio requirements and the associated waiver system established under RSA 170-E:11, making these provisions permanent

Requires the Department of Health and Human Services to provide annual notice to licensed child care providers informing them of the option to request a waiver of child care staffing requirements

Changes DHHS reporting requirements from a one-time "final" report to ongoing annual reports on the number of waivers applied for, granted, denied, and renewed, due November 1 each year starting in 2026

Takes effect 60 days after passage
