Requires the New Hampshire Department of Health and Human Services to submit a federal demonstration waiver by January 1, 2027 to prohibit SNAP recipients from using benefits to purchase sweetened drinks and candy

Defines "sweetened drink" as non-alcoholic beverages with 5+ grams of added sugar, excluding unflavored milk, milk substitutes, and beverages with more than 50% fruit or vegetable juice

Defines "candy" as sugar-based preparations with chocolate, fruits, nuts, or flavorings in bar, drop, or piece form, excluding items containing flour or requiring refrigeration

Mandates an education and outreach program to help SNAP recipients make healthy food choices, along with an evaluation plan measuring nutrition and health outcomes

Requires annual reports to the governor and legislative leaders beginning November 1, 2026 on waiver status, implementation progress, and changes in purchasing patterns among SNAP recipients
