Reports must include the funding amount, purpose, foreign source details (name and address), and copies of any associated contracts or agreements, and will be posted publicly on the Department of Education's website

Defines "foreign source" as foreign governments, entities created under foreign laws, non-U.S. citizens, and agents acting on behalf of foreign entities

Imposes penalties of up to $10,000 per incident for willful failure to report, plus forfeiture of unreported funds, with enforcement authority granted to the Department of Justice

Exempts tuition payments made by foreign nationals for individual students attending covered institutions
