NH HB1778

Prohibits teaching "personal identity ideology" in New Hampshire public schools, defined as any approach prioritizing personal identity characteristics (race, color, biological sex, sexual orientation, national origin, religion, or gender identity) over individual merit

Requires school districts and chartered public schools to develop policies prohibiting curriculum, trainings, programs, and professional development related to personal identity ideology, including diversity, equity, and inclusion (DEI) approaches already prohibited under RSA 186:72

Bans requiring students, employees, or parents to declare gender identity or preferred pronouns in any form of school communication

Allows any aggrieved person, including the Attorney General, to file civil action in superior court or with the NH Commission for Human Rights; violations by educators constitute code of conduct violations subject to state board disciplinary sanctions

Effective January 1, 2027, with estimated state expenditures of $100,000 to $500,000 per year for additional Department of Justice staff to handle investigations and litigation
