Requires the Department of Health and Human Services to consider a child's cultural background when making foster care placements and to place children with families who share or respect their cultural heritage

Mandates foster parents complete training on cultural awareness, sensitivity, and strategies for integrating cultural elements such as language, food, and celebrations into a child's daily life

Assigns a cultural advocate to every child in cultural foster care within 30 days of placement to assess cultural needs, connect families with community resources, and monitor the child's cultural identity adjustment

Establishes a nonlapsing Cultural Foster Care Fund to pay for training programs, cultural advocate compensation, and community partnerships, funded through state appropriations, federal funds, and private donations

Adds to the Foster Care Children's Bill of Rights the right to live in an environment that maintains and reflects the child's cultural background, effective January 1, 2027, with estimated state expenditures of $638,000 in FY2027 rising to $1,325,000 by FY2029
