Authorizes the Department of Environmental Services to determine whether community-based or regional water/wastewater treatment projects enable construction of residential properties on smaller lot sizes

Qualifying water and wastewater infrastructure projects may receive priority consideration for Housing Champion grants, preferred financing rates from the Municipal Bond Bank, expedited regulatory approval, or exemptions from certain permitting requirements

Creates new RSA Chapter 489-D establishing a framework to encourage development of innovative water and wastewater treatment options that reduce minimum lot size requirements for single residences

Directs the Department of Environmental Services to adopt statewide or regional water-use standards for rental and owner-occupied residences under RSA 488

Takes effect 60 days after passage
