Establishes the New Hampshire Inclusive Higher Education Grant Program, a competitive grant program administered by the Department of Education to award funding to public colleges and universities for programming and support services for students with developmental disabilities

Requires participating institutions to provide students with developmental disabilities equal access to academic courses, campus life, social activities, peer mentoring, and employment preparation without requiring a high school diploma or college entrance exams for admission

Mandates that 25% of grant funds received by institutions be used for scholarships for students with developmental disabilities

Appropriates $100,000 from the general fund for fiscal year 2028 to establish a nonlapsing New Hampshire Inclusive Higher Education Grant Fund, which may also accept federal funding and private donations

Requires participating institutions to submit semi-annual progress reports beginning September 2027, and the Department of Education to submit annual effectiveness reports to the legislature beginning January 2028
